Policies - Travel

1) Scope of policy

This policy applies to Shadow Councillors, Past Shadow Councillors, Delegates, Volunteers, Employees and others travelling in connection with Fermanagh Shadow Youth Council business.

2) Aims of travel policy

The aim of the policy is to ensure that there is to ensure equal access to opportunities and events without discrimination against:

those living in rural areas
single parent families
families where both parents work
families/individuals with limited access to own transport
age (under 17's can't drive legally)
Income
areas with irregular bus times


3) Protection issues

It is the policy of the Shadow Council to ensure that travel arrangements are as straightforward as possible to limit the risk of people being stranded in unfamiliar surroundings.

For travel outside the county, under 18s will usually be accompanied by an adult from the management committee and parents will be informed of proposed arrangements ahead of time. Parental contact will be sought ideally in writing but if not, by telephone contact

Every effort will be made to ensure that under 18s will not travel alone with any adult. This will include
- sharing of taxis/cars wherever possible
- central picking up/dropping off points

However, where the risk of being stranded is considered to outweigh the risk posed by the adult by the traveller and member of the management committee organising the trip, this policy may be overruled. Those interested in attending meetings should negotiate travel arrangements with the Project Worker, particularly where long distance travel is involved.

4) Time issues

Due consideration will be given to the total travel time, including waiting for public transport because of infrequent bus services and the fact that most young people don't drive.

5) Budgetary issues

All projects must include a budget for travel to meetings.
Travel expenses will be charged to consulting organisations wherever possible.
Shadow Councillors will be encouraged to fund raise to cover travel costs.

6) Payment arrangements

Car drivers transporting Shadow Councillors and Delegates may be reimbursed for travel expenses in line with
Inland Revenue rates for travel done on Shadow Council business.
Bus fares for travel done on Shadow Council business may be reimbursed on production of bus tickets.
Taxis booked by the Project Worker through the office will be charged to Shadow Council accounts.
Adult volunteers will be reimbursed in line with public transport rates

7) Delegates travel arrangements

Delegates will only receive money for travel arrangements when they are standing in for Shadow Councillors or accompanying lone Shadow Councillors to meetings.

8) Limits to policy

The Shadow Council may only undertake to pay travel expenses in line with finances available for travel.
Opportunities may be turned down at the discretion of the Management Committee due to prohibitively high travel costs where these costs have to be paid for by the Shadow Council.

9) Limits to meetings

The Shadow Council/ Management Committee may decide to cancel meetings if they are inaccessible to sections of the Shadow Council on travel grounds.

10) Insurance

It is the responsibility of the Management Committee to ensure that all travel is adequately insured.
