Policies - Standing Orders

1) Date, time and place of meeting

The meetings of Fermanagh Shadow Youth Council will be rotated on weekdays of the first week of every month, usually from 4.30pm to 6.30pm

2) Days on which meetings will not be held

Meetings will not usually be held on Public or Bank Holidays, Saturdays or Sundays or during school hours except when special circumstances make it necessary.

3) Adjournment of meetings and issues

If Fermanagh Shadow Youth Council has to cancel a meeting or
have any unfinished business it will be automatically deferred to the agenda of the next meeting.

4) Chairperson at meetings

All Shadow Councillors will have the opportunity to be trained in chairing skills. Chairs of the Shadow Council and sub committees will be reviewed every six months. The role of chairperson is purely functional and no title will be associated to the role. A former chair shall only stand for re-election if there is no other candidate willing. If the chair is absent a replacement can be elected for that meeting.

5) Admission to meetings

A visiting representative may only be admitted to Fermanagh Shadow Youth Council meetings with the approval of Fermanagh Shadow Youth Council at the start of the meeting unless previously informed of in the agenda.

6) Disorderly conduct

If in the opinion of a Shadow Councillor any member of the Shadow Council is obstructing the meeting, Shadow Councillors can vote whether or not the disorderly councillor will be silenced until members see fit to listen to them again.

7) Public admission

The public are welcome to observe Shadow Council meetings on
the condition that they don't disrupt it by any means, at which
point Shadow Councillors may ask them to leave.

8) Order of business


The agenda will be co-ordinated by the project worker in response to issues raised by Shadow Councillors; issues raised by outside organisations and issues arising from the day to day work of the Shadow Council.
The order of business will be
a. Apologies
b. Adoption of minutes
c. Matters arising from previous meeting
d. Shadow Council projects
e. Management Issues
f. Feedback form meetings, trips, residentials etc
g. Future meetings
h. Any other business
i. Date/time of next meeting
The normal order of business may at any time be altered or varied if, in the opinion of the majority of the Members present it is desirable to do so.

9) Minutes

Minutes of full Shadow Council Meetings will be typed up and distributed to all Shadow Councillors within a week of that meeting. Shadow Councillors will adopt minutes at every meeting.

10) Quorum

Major decisions may be deferred if attending Shadow Councillors feel that there are not enough people present at the meeting. Otherwise decisions will be made by a majority vote. In exceptional circumstances if a Shadow Councillor has expressed particular interest or concern over an issue and they are not able to attend the meeting, the issue may be deferred for one meeting if the Shadow Councillors present agree.

12) Raising issues

Shadow Councillors may bring up points by informing the Project Worker before the agenda is set or by raising it in the "Any Other Business" section of the agenda.

13) Rules of debate

Where it is felt appropriate, motions will be proposed and seconded in relation to written documents. Whilst in informal discussion, a Shadow Councillor may attract the attention of the chair by raising their hand. Shadow Councillors have a duty not to interrupt or talk for too long and give everyone their say.

14) Committee structures

Sub-committees may be formed on an issue basis. Chairs and secretaries will be voted for anonymously by writing names of the preferred candidate on paper. Positions of office will be purely functional and have no title associated with them. In the event of the Chair or Secretary being absent replacements can be elected for that meeting. Chairs and secretaries will be reviewed every six months and previous office holders may only stand for re-election if there are no other candidates.
Voting and raising or issues will be by the same methods as at full Shadow Council meetings.
A Shadow Councillor may sit on as many sub-committees as he or she likes.

15) Variation of Standing Orders

The Standing Orders will be reviewed every two years by any or all of the Shadow Councillors, Past Shadow Councillors, the Management Committee and any other interested parties to ensure the founding principles of the Shadow Council are met as effectively as possible. Final amendments will be made by the Shadow Council and overseen by the Management Committee.
